CIRCUIT COURTS
Circuit courts are the courts of second instance and shall review judgments of county and administrative courts on the basis of appeals against judgments and rulings. There are Tallinn Circuit Court and Tartu Circuit Court. There are 42 judges in circuit courts all together.
The location and geographical jurisdiction of circuit courts is determined by a regulation of the Minister of Justice.
